The farewell ceremony for the 22nd batch of students of the “JDS Scholarship Program for Human Resource Development” was held yesterday at the Embassy of Japan.

Since the program has been implemented in our country since 2001, 359 students have participated in master’s and doctoral programs in Japan. It also aims to prepare personnel, mainly young government employees, who will play an important role in the social and economic development of our country. This year, 16 students passed the four-stage exam.

Ambassador Extraordinary and Plenipotentiary of Japan Kobayashi Hiroyuki said, “This year, 16 students have qualified for the JDS Scholarship Program.” Of these, one student will study in the doctoral program and the other students will study in the master’s program. “I hope that they will make a significant contribution to the development of the country after graduation.”

Tanaka Shinichi, head of JICA’s representative office in Mongolia, said, “The JDS program has been implemented in Mongolia for 22 years. I worked on the program task force this year. Mongolia has many development problems. The examiner was selected based on what contribution students could make to solving these problems.

The selection involves young civil servants who work mainly in two major sectors: economic growth and governance. But in detail, it covers many fields, not just these fields. Since the program is implemented with Japanese grants, I think that it will contribute to the friendship between the two countries, create a bridge for cooperation, and train personnel. “Students will study two years for master’s degree and three years for doctoral degree.”

Judge of the Supreme Court of Mongolia N. Bayarmaa said, “I passed the JDS program in 2010 and studied law in Japan. At that time, he was working in the Government Secretariat. After graduation, he did not stop his academic education in law. My academic career is inextricably linked with Japanese legal education. I am grateful to the Japanese government and government institutions for providing all these opportunities.

In order to participate in the program, the service members put in a lot of effort. Also, I don’t think that time will be wasted while studying.

I am still reaping the benefits. The service members put in a lot of effort to get into this program. Also, I think that I will not waste my time while studying. So try to learn everything you can for two or three years. The special feature of “JDS Program” is that civil servants are selected and come to work in government institutions. It will support the development of our country no matter how small. Japan’s legal system is similar to ours. “That’s why I have become inseparable with Japan.”

“THIS PROGRAM PROVIDES GREAT OPPORTUNITIES TO OUR CIVIL OFFICERS”

D. Baasan said, “I work as the head of the Department of Policy Cooperation at the National Statistics Committee. This year, I was selected for the program and studied business management at Japan International University. I applied and took the exam for the first time in 2016, but did not pass. Since then, he has been preparing hard. The EL program provides a great opportunity to civil servants of our country. There are three tests. Test results are sent by email. I was very happy when I received information about “balance” in all stages. In addition, it seemed to me that the Japanese strictly follow the requirements of the program. “No matter how small, the selection process and organization is a good example.”

B. Tsevelmaa said, “I work as the chief auditor of Govi-Altai Province. It was a challenge to come to Ulaanbaatar every time I took the exam because I participated from the local area. As a result of persistent efforts, I passed and participated in the farewell event. I will study development economics at Hiroshima University. It felt good that all the information was transparent during the audition process. When I received the result that I passed, I told my mother first. Also, the management of our organization has been very supportive and encouraging.”

This year, the Office of the Parliament, the National Statistics Committee, the Financial Regulation Committee, the Ministry of Road and Transport Development, the General Department of Emergency Situations, the Department of Land Management and Geodesy Cartography, the Office of the Capital Governor, the State Audit Office in Gobi-Altai Province, Nominated by the Bank of Mongolia.
